Just as within a civilization, a civilization evolves upward, that each segment of civilization becomes more civilized, less barbaric in some ways. It's supposed to, not that it necessarily does. Sometimes it seems to appear to be more civilized when in fact it becomes more barbaric. More quick to condemn the rest of the world, more quick to be, quick to kill the rest of the world that does not think as it thinks.
